Rules for operating drones over the grounds of historic buildings administered by the National Heritage Institute

Flying drones without prior permission is prohibited over the grounds of historic buildings administered by the National Heritage Institute!

General guidelines:

  • Flying drones without prior written permission (hereinafter referred to as "Consent") over the grounds of a historic site administered by the National Heritage Institute is prohibited.
  • This prohibition is based on the exercise of the state's ownership rights and the obligations arising from the Act on State Heritage Care. The main aim is to protect cultural monuments from the risk of damage, ensure the safety of visitors, and prevent the uncontrolled concurrence of multiple drone flights, which, given the complexity of historical sites and limited distances, could pose a real threat to buildings and visitors.
  • A drone is considered any remotely controlled unmanned aircraft, including unmanned aircrafts that do not require registration with the Civil Aviation Authority of the Czech Republic.
  • Permission to fly over a heritage site administered by the National Heritage Institute may be granted upon request by the administrator of the heritage site (castle warden) or the director of the National Heritage Institute's Regional Historic Sites Management.
  • Permission may be granted for a maximum period of one month and is always assessed with regard to the specific circumstances, the nature of the monument, and the degree of possible risks.

How to apply for approval:

1.  The drone operator must submit a written request for approval of drone flight to the facility management in advance.

2.  Before written approval is granted, the operator must provide:

  • proof of completion of flight training (A1/A3, A2)
  • proof of insurance coverage during the flight

3.  After obtaining Consent, the pilot of the unmanned system (drone) shall arrive at the relevant monument on the day of takeoff and, before commencing the flight, shall request verbal consent to commence the flight.

4.  If the drone operator is filming or photographing with intent to use the material for commercial purposes, they must also complete a "Contract for consent to filming using an unmanned aircraft" when applying for Consent to operate an unmanned system.  The drone operator is required to pay the agreed fee, as per the agreement, before takeoff.

UNAUTHORIZED FLIGHTS OVER THE AREA OF THE HISTORICAL MONUMENT ADMINISTERED BY THE NATIONAL HERITAGE INSTITUTE WILL BE IMMEDIATELY REPORTED TO THE CZECH POLICE!
